The Illinois Department of Transportation has launched a transportation planning study to examine potential improvements of approximately 7.5 miles of IL 114 in Kankakee County from the intersection with Illinois Routes 1 & 17 and the Indiana state line. Work is expected to include rehabilitation of the existing pavement due to pavement condition. Other improvements may include bicycle and pedestrian accommodations, drainage upgrades or repairs, geometric improvements, curb and gutter, lighting, traffic signals, structure preservation, and safety improvements.

 

This project is being developed in accordance with the National Environmental Policy Act (NEPA) which is a federal act that ensures projects consider their impacts to the natural, social and built environments. The purpose of NEPA is to ensure that environmental factors are weighted equally when compared to other factors in the decision-making process. For Federal Funding Eligibility, NEPA compliance is required.

 

The project is currently in Phase I: Preliminary Engineering and Environmental Studies. This phase of the project involves coordinating with the public, identifying issues and concerns and proposing solutions, and is expected to conclude with a final report in late 2024. Phase I will include a public meeting to present study findings and potential improvements and receive public comment. Public meeting information will be posted on this website as it becomes available.

 

Following completion of Phase I, the project may advance to Phase II: Final Design & Contract Preparation, and Phase III: Construction. Support for the project is included in the IDOT FY 2024-2029 Rebuild Illinois Highway Improvement Program, subject to program readiness and funding availability.
